Job Ad & Profile Description

Position : Senior Monitoring, Evaluation & Research Advisor

The Senior Monitoring, Evaluation and Research (MER) Advisor will ensure implementation and supervision of monitoring, evaluation and research activities for all Jhpiego Malawi Programs. She/he will make substantial contributions towards the design and strengthening of M&E systems, research design, and provide technical leadership inputs on proposals, new projects or existing programs, including developing project frameworks, plans and indicators to capture project performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities. The Snr Advisor will work closely with the MER team to design, implement and supervise district level M&E activities; ensuring lessons learned are integrated into program implementation to continuously improve quality of interventions and outcomes. She/he is responsible for taking a lead role in identifying program learning opportunities and operations research and working with project teams to realize Jhpiego Malawi’s strategic plan to develop and build upon research capacity. The Snr MER Advisor will document and disseminate program successes and challenges, liaise with donors, Jhpiego partners and national level counterparts on MER issues, and facilitate synergy between Jhpiego programs and GoM M&E activities to strengthen national M&E capacity and HMIS.



  • Oversee the development and effective implementation of project Performance Monitoring Plans (PMP) for each project and proposal to capture project performance and results, including routine service delivery data reporting, donor reporting requirements, baseline and end-line assessments, and all monitoring for process and outcome evaluations;
  • Develop and oversee data flow patterns at site and district level to ensure timely, quality data collection and reporting;
  • Lead and coordinate donor results reporting from MER Advisors and officers by providing written documentation on MER activities and indicator results for progress and annual reports;
  • Provide strategic technical inputs and direction across the entire Jhpiego Malawi country program to ensure program technical and financial integrity to achieve program goals, objectives and targets;
  • Ensure high-quality implementation, consistent with Malawian national health guidelines, protocols, information and reporting systems;
  • Lead efforts to develop program-learning questions for each project, and conduct operations research in alignment with the Jhpiego Malawi Strategic Plan and project goals, including design, ethical considerations, data collection, management and analysis. Develop staff capacity to conduct operations research;
  • Lead results reporting to donors on M&E activities and results measuring performance to target;
  • Lead efforts to monitor and evaluate project interventions, document results and provide feedback to stakeholders to guide decision-making;
  • Lead efforts to disseminate program learning across the country program using a variety of innovative approaches;
  • Lead efforts to utilize TrainSMART monitoring systems to track and monitor trainers and participants at training events, and utilize training data to inform strategic decision-making and project planning;
  • Maintain functional M&E systems for all Jhpiego Malawi programs and ensure compliance with Jhpiego Global MER standards;
  • Ensure quality of data through data verification procedures, including routine data quality audits;
  • Cultivate strategic MER relationships and alliances with other donor projects and represent Jhpiego at MER related activities and events in public and professional circles through meetings, conferences, and presentations;
  • Provide technical leadership and guidance to the team and program staff at all levels to participate in and lead, as needed, M&E of program activities and use of data for programmatic decision-making;
  • Identify technical capacity of the MER team and coordinate internal capacity-building activities to enhance functioning of the team and raise their capacity in strategic areas as aligned with the country strategy;
  • Inform project directors and country director of any MER compliance gaps as soon as they are discovered, propose, and implement corrective actions to ensure the integrity of donor funded programs.


  • Contribute to project annual planning processes in close collaboration with Project Directors, donors, program teams, and the MOH as required;
  • Ensure relevant data is entered into JADE, Jhpiego’s organization-wide performance management system, as well as all data management systems (DHIS2, DATIM etc);
  • Ensure the roll out of MER Standard Operating Procedures and monitor their implementation and utilization;
  • Ensure MER staff conduct Data Quality Assessment (DQA) visits. Work closely with MER staff at all levels and provide mentoring and corrective support as needed.
  • Supervise and support a team of MER professionals, and develop their capacity to fully meet their job responsibilities and grow;
  • In collaboration with program teams ensure planning, budgeting, implementation and management of the necessary M&E activities;
  • Work with project and financial staff to prepare and track progress of project and activity budgets.

New Program Development/Business Development

  • Contribute to proposal development and lead the MER component for all new business development activities in Malawi in collaboration with MER backstops.
  • Identify opportunities for new program development using existing program platforms.
Required profile for job ad : Senior Monitoring, Evaluation & Research Advisor
  • Advanced degree in public health, demography, statistics, social sciences or related field
  • Minimum ten (10) years of relevant experience in monitoring, evaluation and research with proven success working on medium to large sized, multi-year international health development programs including US Government donors, UN and other donors in Malawi;
  • Extensive experience and mastery of M&E systems, practices, standards and innovations
  • Proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, DQA, data analysis and presentation;
  • Demonstrated expertise working at a senior level with international donors, senior government officials and policymakers;
  • Ability to take strategic decisions on MER initiatives;
  • Demonstrated management, teamwork and planning skills with proven ability to function effectively with multiple stakeholders in both public and NGO sectors in Malawi
  • Demonstrated MER experience in HIV/AIDS (PEPFAR), TB, malaria, family planning, and maternal, newborn and child health;
  • Experience and understanding of the US Government strategic priorities and health systems strengthening framework and reporting system, and PEPFAR experience. Other donor experience is also preferred.
  • Excellent writing and communications skills, including demonstrated technical writing skills for publication
  • Ability to work effectively with a diverse team
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access
  • Proficiency in word processing and Microsoft Office
  • Fluent in written and spoken English
  • Excellent facilitation, oral and written communications skills
  • Ability to travel nationally and internationally
