Country Program Overview
CHAI began working in Cambodia in 2005 to help the Ministry of Health tackle the rise in HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The CHAI Cambodia office has grown rapidly since its inception to manage multiple projects. In addition to HIV, CHAI is now supporting the Ministry of Health to tackle the burden of disease TB, eliminate malaria and address multi-drug resistance, save the lives of women through improved access to lifesaving reproductive health care, enhance immunization systems, increase oxygen availability at all levels of the health system, strengthen laboratory services, and more. Looking ahead, we wish to support the Cambodia Ministry of Health achieves its goals for non-communicable diseases (e.g. diabetes, hypertension, cancer, mental health, etc.).
Every year over 300,000 mothers dies from complications of pregnancy and childbirth with 99% of all maternal deaths occurring in the developing world. Unintended pregnancies contribute significantly to maternal mortality. In developing countries, 214 million women and girls have an unmet need for contraception, meaning they want to avoid or postpone pregnancy but are not using a modern contraceptive method. CHAI’s Sexual and Reproductive Health (SRH) approach to address these challenges begin with reaching adolescents with reproductive health education and services, and continues with supporting women through their reproductive years to ensure every woman is able to realize her reproductive intentions including: avoid unplanned pregnancy and sexually transmitted infections, terminate a pregnancy safely under a country’s legal framework, have a healthy pregnancy and childbirth, see her newborn thrive from birth to childhood, and space and limit births
Position Summary
This Associate will work with the National Maternal and Child Health Center (NMCHC), Ministry of Health, focused on increasing the coverage and quality of public-sector delivery of birth spacing and safe abortion services in 4 provinces, Siem Reap, Preah Vihear, Koh Kong, and Pailin and other provinces if applicable. The Associate will closely work with those provincial health departments, Operation Districts (OD), and Health Care (HC) facilities to ensure the Medical Abortion and Family Planning commodities availability at health facilities for clients’ needs. In addition, the Associate will also support Maternal Child Health Provincial Health Departments and Operational Districts to conduct the coaching to ensure providers have enough capacity to provide a good quality of services and strengthen data reporting in the public sector and consolidation of service data across public and private sectors, improving the project monitoring & evaluation (M&E).
The Associate will be required to work closely with other team members in the country and global team. This post will be based in Phnom Penh. This Associate will report to the Senior Program Manager. This position will require regular travel to OD and HC facilities in the provinces mentioned above and other provinces if necessary.

Responsibilities
Project management
- Support NMCHC to provide management and technical support to PHD, OD, and HC staff to conduct coaching to providers.
- Build cooperation between CHAI, NMCHC and each provincial health department, Operational districts and Health facilities to strengthening the family planning and safe abortion program.
- Work with CHAI colleagues to implement a comprehensive, feasible M&E framework for CHAI’s SRH program with NMCHC.
- Project technical support and capacity building on M&E including service dashboard, project coaching, data audit and training database to NMCHC, PHD and OD and HC.
- Take a lead to initiate the supply chain management, especially to build the MA commodity security plan at the provincial or OD level to respond to the needs of each health facility.
- Provide technical assistance as part of a national referral hospital mentorship program, through mentoring sessions, supervisory visits, training workshops, etc.
- Work with NMCHC team to conduct effectiveness and efficiency program training at both national and sub-national such as Introduce new training and provide refresher training to facility-based health workers to provide comprehensive abortion care (CAC) post-abortion care (PAC)
- Support NMCHC to develop the facility-level micro plans to improve availability and access to SRH information, education, and contraceptive methods for populations with high unmet need, such as adolescent females and postpartum women.
Coordination
- Work as part of the country team and in collaboration with partners in supporting NMCHC on the strengthening of supportive supervision programs in the form of quality improvement or coaching for the health staff at facility-level.
- To support team to coordinate with other stakeholders to support the demand generation activities at the community level as part of the SRH program.
- Facilitate access to data information at the provincial level and provide key updates.
Strategic Vision
- Work closely with the Senior Program Manager, and the CHAI leadership in the country to maintain the overall strategic direction of the program.
- Promote effective communication within CHAI team at both national and sub national and work
Qualifications
- Bachelor Degree in related field with a minimum of 3-5 years of work experience in project management, M&E and a fast-paced environment; candidates with a background managing SRH public health programs, including contraceptive and family planning (LARC methods such as implants, IUD), postpartum care, and comprehensive abortion care are encouraged to apply.
- Experience in dealing with the supply chain, especially related to family planning and safe abortion.
- Experience in developing operational planning and budgeting for provincial health department.
- Experience in providing coaching or mentoring to public health facility staff, with an advantage of focusing on SRH clinical management practices and guidelines.
- Excellent interpersonal skills, and an ability to communicate effectively and build durable relationships with people of varied professional and cultural backgrounds.
- Ability to handle multiple tasks simultaneously, set priorities, and work well under pressure.
- Able to identify and comfortably pursue high-impact tactics in complex, uncertain, and continuously evolving environments.
- Strong analytical, problem-solving, and quantitative skills, and ability to use data to inform program development and strategy.
- Possess self-motivation and comfort working independently with little oversight.
- Ability to work with humility and not seek personal credit for the work or contributions; commitment to ensuring the government partner is the owner of our supported work.
